PNIPR – National Reference Programme for Professional Integration

The National Reference Programme for Professional Integration (PNIPR) is ANPE’s instrument to ease access to employment, improve business competitiveness and contribute to wealth creation.

A partnership with the ILO

The programme was designed together with the International Training Centre of the International Labour Organization (ITC-ILO).

A lasting response

It provides a structural answer to youth employability: integration support, technical and vocational qualification, entrepreneurship and income-generating activities.

A pillar of the strategic plan

PNIPR supports the implementation of ANPE’s 2023-2027 strategic plan, aligned with the government roadmap on job creation.

Overall objective

To help reduce unemployment and underemployment among jobseekers who face difficulties entering or re-entering the labour market.

Specific objectives and components

The programme pursues three specific objectives, each delivered through a dedicated component.

Social impact

  • Place three thousand one hundred (3,100) jobseekers in work and support about ten thousand (10,000) entrepreneurs, including at least 350 people with disabilities, in creating their businesses and income-generating activities.
  • Improve the living conditions of the target population by giving it access to jobs.
  • Improve the target population’s professional qualifications by matching them to the skills needs of the different economic sectors. This improves both the profitability of services across the economy and the external efficiency of the education and training system.

Economic impact

Contribute to inclusive and sustainable economic growth, in order to reduce precariousness and poverty and increase social justice.
